RAC tickets are issued when there is no confirmed berth available. WL tickets are issued when there is no confirmed berth or RAC seat available. Both types of tickets are waitlisted, and there is no guarantee that you will get a confirmed seat or berth.
If you do not get a confirmed seat or berth, you can cancel your ticket and get a refund. The refund window varies depending on the train and the class of travel. For example, RAC tickets can be canceled up to 48 hours before departure, while WL tickets can be canceled up to 24 hours before departure.
